30fps vs 60fps: does frame rate matter when saving a video?
Alongside resolution numbers like 720p and 1080p, video streams also vary by frame rate — usually 24, 30 or 60 frames per second (fps). Understanding the difference helps explain why two videos of the same length and resolution can have very different file sizes.
When 24fps or 30fps is ideal
Most talking-head videos, tutorials, interviews and cinematic uploads are recorded at 24fps or 30fps. They look natural to the eye and require significantly less bitrate to stay sharp.

Why platforms rarely re-invent frame rate
A downloader can only offer the frame rate the creator originally uploaded. If a clip was shot at 30fps, every available resolution will be 30fps; if it was uploaded at 60fps, the HD rendition usually preserves that higher frame rate.
